  • RECOMMENDATION:

    THAT the March 15, 2022 Council Meeting Agenda be approved as presented.

  • RECOMMENDATION:

    THAT Council move into Closed Session at   p.m. to discuss matters under the Municipal Act, Section 239(2)(c) a proposed or pending acquisition or disposition of land by the municipality or local board and Section 239(2)(e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board.

  • RECOMMENDATION:

    THAT Closed Session adjourn at    p.m. and Regular Council reconvene at 7:00 pm.

  • RECOMMENDATION:

    THAT the minutes of the February 10, 2022 and February 22, 2022 Council meetings be adopted as presented.

  • RECOMMENDATION:

    THAT the presentation from Lambton Area Water Supply System regarding a joint funding application be received.

  • RECOMMENDATION:

    THAT Items 10.1, 10.2 and 10.3 of the Agenda be received.

ADMINISTRATION
  • RECOMMENDATION:

    THAT Report CAO 03-2022 regarding the be received; and

    THAT staff be directed to implement the recommendations associated with the Municipal Drive/Lions Park Area contained in this report for the following projects:

    • Existing Municipal Building
    • New Public Works Depot
    • Recreation Facilities
FIRE and EMERGENCY SERVICES
  • RECOMMENDATION:

    THAT Report FES-02-2022 regarding Vehicle Capital Plan - Support Vehicles be received, and

    THAT the purchase of 3 Command / Support Units at a total cost of $183,000.00 be approved.

COMMUNITY SERVICES
  • RECOMMENDATION:

    THAT Report DCS 09-2022 regarding the “Grand Bend Beachfest” be received; and

    THAT the sale and service of alcohol through a Special Occasion Permit in the licensed area identified in the site plan at the Grand Bend Beach on June 25, 2022 be permitted; and

    THAT the Grand Bend Optimist Club is granted exclusive use of the North Beach Parking Lot on June 25, 2022 from 8:00 a.m. to 11:00 p.m.; and

    THAT the fees for the event, including rental fees for the beach, stage and observation deck, and the event application fee be waived.

  • RECOMMENDATION:

    THAT Report DCS 10-2022 regarding the “Lambton Film and Food Festival” be received; and

    THAT the Lambton Film and Food Festival Committee be granted permission for a temporary road closure of King Street West from Main Street to James Street North from May 26 to May 29, 2022.

PUBLIC WORKS
  • RECOMMENDATION:

    THAT Report DPW 02-2022 regarding the 2021 Lambton Shores Annual Water Reports be received; and

    THAT the following water reports be received for information:

    2021 East Lambton Shores Water Distribution System Annual

    Summary Report;

    2021 East Lambton Shores Water Distribution System Annual

    Report;

    2021 West Lambton Shores Water Distribution System Annual

    Summary Report; and

    2021 West Lambton Shores Water Distribution System Annual

    Report.

  • RECOMMENDATION:

    THAT Report DPW 03-2022 regarding the Tender award for the 2022 Gravel supply and delivery be received; and

    THAT the Tender received from Johnston Brothers Bothwell Limited in the amount of $16.96/tonne net HST for the supply and delivery of Granular ‘M’ Gravel at a volume of 26,000 tonnes be accepted; and

    THAT the Mayor and Clerk be authorized to sign the associated contract agreement.

  • RECOMMENDATION:

    THAT Report DPW 04-2022 regarding the Tender award for the Ravenswood Line Reconstruction Project be received; and

    THAT the tender received from Lavis Contracting Company Limited for the tendered price of $3,889,841.20 including HST be accepted; and

    THAT the Mayor and Clerk be authorized to sign the associated contract agreement.

  • RECOMMENDATION:

    THAT Report DPW 05-2022 regarding the Tender award for the supply of a Compact Track Loader be received; and

    THAT the Tender received from Advantage Farm Equipment in the amount of $82,581.00 excluding HST ($84,034.43 net HST), for the supply and delivery of a Compact Track Loader be accepted; and

    THAT the additional funds required for this equipment be funded from the Rolling Stock Reserve Fund; and

    THAT Staff be authorized to sign the associated contract agreement.

  • RECOMMENDATION:

    THAT Report DPW 06-2022 regarding the tender award for the supply of an Aerial Bucket Truck be received; and

    THAT the tender received from Alan Fyfe Equipment Ltd in the amount of $174,966.00 excluding HST ($178,045.40 net HST), for the supply and delivery of an Aerial Bucket Truck be accepted; and

    THAT staff be authorized to sign the associated contract agreement.

FINANCIAL SERVICES
  • RECOMMENDATION:

    THAT Report TR 08-2022 regarding 2021 Council and Committee Remuneration be received.

CORPORATE SERVICES
  • RECOMMENDATION:

    THAT Report CL 09-2022 regarding a Conditional Building Permit Agreement with Top Shelf Properties Inc. for 62 Main Street be received; and

    THAT By-Law 16-2022 authorizing the execution of the Conditional Building Permit Agreement be approved.
