  • RECOMMENDATION:

    THAT the December 1, 2020 Council meeting agenda be approved as presented.

    THAT the minutes of the November 10, 2020 Council meeting be approved as presented.

  • RECOMMENDATION:

    THAT the Council meeting adjourns at   p.m. for a Public Meeting held under the Planning Act to hear an application for a Zoning By-law Amendment Application ZO-14/2020 for Elly Leenders for property located at 8678 Rawlings Road.

  • RECOMMENDATION:

    THAT the Public Meeting closes and the regular Council meeting reconvenes at    p.m.

  • RECOMMENDATION:

    THAT Report PL 36-2020, relating to a Zoning By-Law Amendment Application, submitted by Elly Leenders, be received;

    THAT Zoning By-Law Amendment Application ZO-14/2020, submitted by Elly Leenders, requesting an amendment to Zoning By-Law 1 of 2003 to prohibit a dwelling on a retained farm parcel, be approved; and

    THAT By-Law 70 of 2020 be approved.

  • RECOMMENDATION:

    THAT the presentation regarding the Huron Shores Area Transit System be received.

  • RECOMMENDATION:

    THAT Report HSAT 12-2020 regarding the Huron Shores Area Transit Update be received.

  • RECOMMENDATION:

    THAT Items 10.1, 10.2 and 10.3 of the Agenda be received.

  • RECOMMENDATION:

    THAT correspondence from the Lambton Police Services Board regarding additional funding to cover the annual leasing costs to maintain the detachment in St. Clair Township be received and that staff prepare a report regarding the request for the December 15, 2020 Council meeting.

CORPORATE and STRATEGIC
  • RECOMMENDATION:

    THAT Report CAO 06-2020 regarding the 2020 Gypsy Moth Outbreak be received; and

    THAT staff develop a resource page on the Lambton Shores website in order to share third party information related to the lifecycle and management of the pest  including the location and nature of any known neighbourhood-planned gypsy moth control initiatives on private property; and

    THAT prior to January 31, 2021, the Municipality direct-mail all Lambton Shores property owners, to advise of available website resources and neighbourhood contact information in order that the property owner can make informed decisions that best fit their individual situation; and

    THAT the municipality support the control of gypsy moth on lands adjacent to its own by not objecting to any third party BTK spray initiative; and

    THAT the Municipality of Lambton Shores supports any known aerial BTK gypsy moth spray initiative by facilitating the necessary permissions/applications to the Ontario Ministry of Environment, Conservation, and Parks to enable alternate forms of notification and to Transport Canada to enable low flying aircraft.

PLANNING
  • RECOMMENDATION:

    THAT Report PL 33-2020, relating to a deferred Zoning By-Law Amendment Application submitted by Parkbridge Lifestyle Communities Inc. and a proposed agreement between Parkbridge Lifestyle Communities Inc. and the Municipality be received;

    THAT the agreement between Parkbridge Lifestyles Inc. and the Municipality be approved as drafted;

    THAT Zoning By-Law Amendment Application ZO-08/2020 requesting an amendment to Zoning By-Law 1 of 2003 to rezone a portion of lands known as 9338 West Ipperwash Road to recognize existing portions of a campground and to also allow its expansion, be approved, and also recognize the locations of the existing golf course and natural heritage features and include special provisions regarding top of bank setbacks;

    THAT By-Law 67 of 2020 be passed to implement the zoning amendment; and

    THAT By-Law 66 of 2020 be passed to authorize the execution of the agreement.

  • RECOMMENDATION:

    THAT Report PL 34-2020, relating to pandemic-related zoning exemptions for campgrounds, be received;

    THAT correspondence from Parkbridge Lifestyles Inc. dated November 12, 2020, be received;

    THAT the template agreement for temporary zoning exemptions for winter occupancy in campgrounds be approved as presented;

    THAT By-Law 71 of 2020 authorizing the Clerk and Director of Community Services to enter into agreements with campground operators permitting temporary zoning exemptions, in the form of the approved template agreement be approved.

  • RECOMMENDATION:

    THAT Report PL 35-2020 respecting an application for Draft Approval of a Plan of Subdivision, file SD-2020-01, submitted by Grand Bend Developments Corporation, be received; and

    THAT draft subdivision approval be granted for file SD-2020-01, subject to the conditions of approval listed in Report PL 35-2020.

  • RECOMMENDATION:

    THAT Report PL 37-2020 respecting an Agreement with View West (Grand Bend) Inc. and Draft Approved Plan of Condominium SD-2009-01 be received;

    THAT the draft Agreement between View West (Grand Bend) Inc. and the Corporation of the Municipality of Lambton Shores respecting “Draft Approved Plan of Condominium File No. SD-2009-01 be approved; and

    THAT By-Law 72 of 2020 authorizing the execution of an Agreement with View West (Grand Bend) Inc. be approved.

COMMUNITY SERVICES
  • RECOMMENDATION:

    THAT Report DCS 30-2020 regarding the Port Franks Marina Remediation be received; and

    THAT Council authorize staff to negotiate a final contract with Breakwall Specialists for the installation of a seawall extension at the Port Franks Marina; and

    THAT staff be directed to present the final contract and proposed sources of funding at a future meeting

  • RECOMMENDATION:

    THAT Report DCS 31-2020 regarding the “YMCA Agreement Renewal” be received; and

    THAT the renewal of the agreement with the YMCA of Southwestern Ontario for the operation of the Suncor Wellness Centre for an additional three years be approved; and

    THAT the By-Law authorizing the Mayor and Clerk to sign the associated contract agreement be approved.

FINANCE
  • RECOMMENDATION:

    THAT Report TR-24-2020 regarding the 2021 water and wastewater rates be received; and

    THAT By-Law 68 of 2020 establishing the 2021 water and wastewater rates be approved.

  • RECOMMENDATION:

    THAT Report TR 25-2020 regarding the 2021 Budget Survey be received for information.

  • RECOMMENDATION:

    THAT the December 1, 2020 Council meeting adjourn at   p.m.
