  • RECOMMENDATION:

    THAT the May 14, 2024 Council Meeting Agenda be approved as presented.

    THAT the minutes of the April 30, 2024 Council Meeting be adopted as presented.

  • RECOMMENDATION:

    THAT the Council Meeting adjourn at 7:05  pm for a Public Meeting under the Planning Act.

  • RECOMMENDATION:

    THAT the Public meeting close and the regular Council Meeting reconvene at 7:08 pm.

  • RECOMMENDATION:

    THAT Report PL 13-2024, relating to a Zoning By-Law Amendment Application, submitted by David Kraft and Valerie McLeod be received;

    THAT Zoning By-Law Amendment Application ZO-07/2024 submitted by David Kraft and Valerie McLeod requesting an amendment to Zoning By-Law 1 of 2003 to rezone 9967 Lakeshore Road to a Commercial Zone to permit a Building and Contracting Establishment, be approved;

    THAT By-Law 41 of 2024 be given first and second reading; and

    THAT third reading and final passing of implementing By-Law 41 of 2024 be deferred until the owners have entered into a site plan agreement with the municipality.

COMMUNITY SERVICES
  • RECOMMENDATION:

    THAT Report DCS 17-2024 regarding the Tender award for the 9575 Port Franks Road – Coverall Building project be received;

    THAT the Tender received from Britespan Building Systems of Ontario Inc. for the submitted price of $269,944.57 including HST be accepted;

    THAT the tender received from McCann Redi-Mix Inc. for the submitted price of $96,044.35 including HST be accepted; and

    THAT the Mayor and Clerk be authorized to execute any contract or other documents.

  • RECOMMENDATION:

    THAT Report DCS 18-2024 regarding the “Legacy Recreation Centre Concession Operating Agreement” be received; and

    THAT the agreement between the Municipality and the Thedford Optimist Club for the Legacy Recreation Centre Concession operations be approved for a three-year term; and

    THAT the by-law authorizing the execution of the agreement be approved.

PUBLIC WORKS
  • RECOMMENDATION:

    THAT Report DPW 12-2024 regarding the tender award for the 2024 George Street – Gabion Wall Replacement Tender be received; and

    THAT the tender from Van Bree Drainage and Bulldozing Limited in the amount of $144,866.10 excluding HST, ($147,415.74 Net HST), for the George Street – Gabion Wall Tender be accepted; and

    THAT the Mayor and Clerk be authorized to sign the associated contract agreement.

FINANCE
  • RECOMMENDATION:

    THAT Report TR 12-2024 regarding the 2024 tax rates be received; and

    THAT the by-law establishing the 2024 Tax Rates be approved.

CORPORATE
  • RECOMMENDATION:

    THAT Report CL 10-2024 – Request to Purchase Municipal Property be received; and

    THAT the parcel of land described as Part 1 RPlan 25R11410 be declared surplus to the needs of the municipality; and

    THAT land described as Part 1 RPlan 25R11410 be sold directly to the abutting landowner at 50 Main Street West, Grand Bend in the amount of $ 298,000; and

    THAT the Mayor and Clerk be authorized to execute any documents relating to the sale.

  • RECOMMENDATION:

    THAT CL 11-2024 regarding the Appointment of Engineer for the Tulpin Drain be received; and

    THAT staff be directed to proceed with notification to the Ausable Bayfield Conservation Authority and Ontario Ministry of Agriculture, Food and Rural Affairs; and

    THAT GEI Consultants Canada Ltd. be appointed to complete the required engineer’s report after the 30 day notice period has expired and no comments have been received.

  • RECOMMENDATION:

    THAT CL 12-2024 regarding the Hawkers and Peddlers By-Law be received; and

    THAT By-Law 39 of 2024 be approved as amended.

ADMINISTRATION
  • RECOMMENDATION:

    THAT Report CAO 05-2024 regarding the “Pride Flag Request” be received; and

    THAT the Pride Flag be flown for the month of June on Municipal flag poles located at the Shores Recreation Centre, the Legacy Recreation Centre and the Lambton Shores Administration Building.
